The Planning Commission of Pakistan plays a pivotal role in the overall development, planning, and policy-making of the country. To strengthen its position as a premier development think-tank and policy advisor, the Commission invites applications for the positions of Member (Science & Technology and ICT), Member (Private Sector Development & Competitiveness), and Member (Energy).
MEMBER (SCIENCE & TECHNOLOGY AND ICT)
QUALIFICATIONS, ELIGIBILITY, AND SHORTLISTING CRITERIA
- Ph.D. (Biological Sciences / Bio-Technology / Life and Physical Sciences / Information Technology / Natural Sciences) from a reputed HEC recognized National / International University with fourteen (14) years’ professional experience, including 5 years at the policy-making level.
- OR Masters in the relevant fields with eighteen (18) years’ experience, including 7 years at the policy-making level.
- Preferably internationally recognized publications/policy papers in the relevant field.
TERMS OF REFERENCE (TORs) / JOB DESCRIPTION
- Study and evaluate development and innovation trends in S&T and IT sector.
- Formulate plans to develop the science & technology base by fostering links between research, academia, and industry.
- Devise effective strategies for developing a robust digital economy infrastructure.
- Technical appraisal, review, monitor, and evaluate S&T and IT sector projects/programs.
- Coordinate with development partners and assist in the preparation of Pakistan’s specific country strategy in the area of S&T and IT sectors.
- Participate in decision-making forums as a sector expert.
MEMBER (PRIVATE SECTOR DEVELOPMENT & COMPETITIVENESS)
QUALIFICATIONS, ELIGIBILITY, AND SHORTLISTING CRITERIA
- Ph.D. (Economics / Industrial Economics / Agricultural Economics / Physics / Chemistry / Mathematics / Mineral Sciences / Geology / Business / Public Administration / Production / Mechanical / Chemical / Electrical / Textile Engineering) from a reputed HEC recognized National / International University with fourteen (14) years’ professional experience, including 5 years at the policy-making level.
- OR Masters in the relevant fields with eighteen (18) years’ professional experience, including 7 years at the policy-making level.
- Preferably internationally recognized publications/policy papers in the relevant field.
TERMS OF REFERENCE (TORs) / JOB DESCRIPTION
- Develop and promote the role of the private sector as the engine of growth.
- Monitor and develop strategies to enhance Pakistan’s National Competitiveness at the international level.
- Formulate policies, strategies, and programs to accelerate private sector development, entrepreneurship, and public-private partnership.
- Advise on policy measures, tools, and instruments in fields of FDI, export promotion, inclusive market development, ease of doing business, and competitiveness index.
- Examine proposals and provide input on privatization of State-Owned Enterprises/Entities.
MEMBER (ENERGY)
QUALIFICATIONS, ELIGIBILITY, AND SHORTLISTING CRITERIA
- Ph.D. in Engineering (Petroleum Geology / Geology with specialization in Natural Resources / Chemical / Energy / Electrical (Power) / Mining) from a reputed HEC recognized National / International University with fourteen (14) years’ professional experience, including 5 years at the policy-making level.
- OR Masters in the relevant fields with eighteen (18) years’ professional experience, including 7 years at the policy-making level.
- Preferably internationally recognized publications/policy papers in the relevant field.
TERMS OF REFERENCE (TORs) / JOB DESCRIPTION
- Prepare short-, medium-, and long-term plans/policies for the energy sector.
- Guide the government and Planning Commission to resolve key issues and challenges in the energy sector.
- Promote and introduce innovation and technological interventions to modernize the energy sector.
- Technical appraisal, review, monitor, and evaluate energy sector projects/programs.
- Coordinate with development partners and assist in the preparation of Pakistan’s specific country strategy.
- Participate in decision-making forums as an energy sector expert.
Maximum Age Limit: 62 years. Tenure: Initially for a period of three (03) years, further extendable for a maximum period of two (02) years on an annual (yearly) basis subject to satisfactory performance. Pay Package: MP-I Scale
