Finance Department, Government of Sindh, invites applications from interested candidates (Pakistani nationals) for the following position purely on a contract basis under MP-I Scale, “Sindh Management Position Scales Policy 2022”.
Position: Debt Management Specialist – Debt Management Unit (One Position)
Education Qualification & Experience:
- MBA (Finance) / M.Sc. (Finance) / CFA / CA from a HEC recognized university with 10 years’ experience OR preferably Ph.D. in relevant subject(s) with at least 06 years’ experience gained in government or international organizations.
- Experience in one or more of the following areas:
- Public debt policy including debt management strategy formulation and implementation.
- Risk management frameworks and financial analysis.
- Market knowledge related to the development of the domestic debt market and functioning international capital market.
- Advanced quantitative skills supporting debt analysis.
- Writing analytical and advisory reports and a past record in authoring publications.
Age Limit: (Less than 63 years on the date of advertisement) Maximum service age: 65 years
Job Description:
- Responsible for overall coordination with all relevant Federal and Provincial Government Departments/agencies under the ambit of the Government of Sindh’s Debt Management.
- Examination of all loan documents and providing technical inputs with respect to financial implications.
- Formulation of sound policies and medium-term debt management strategy (MTDS) to improve realism and sustainability of the budget.
- Strengthening debt management functions covering both external and domestic debt, linking them to budget formulation and execution.
- Providing strategic recommendations, technical advice, and on-the-job training to strengthen integrated public debt management functions.
- Assisting in enhancing institutional and capacity development of the Debt Management Unit.
- Preparing and implementing a training plan in debt sensitivity analysis and risk management analysis.
- Periodically reviewing the legal framework of debt management and public debt management, and other tasks required.
General Instructions:
- Recruitment shall be made as per Sindh Management Position Scales Policy 2022.
- The appointment will be on a contract basis initially for two years, extendable for two years subject to satisfactory performance.
- MP-I Scale salary package will be offered.
- Applicants already in service should apply through proper channels with NOC.
